Based on the source characteristics and transport properties of cosmic rays, the total cosmic ray production rates for the Galaxy and for M82 are obtained. It is noted that the cosmic ray energy densities of these two galaxies differ by more than two order of magnitude. The results suggest that in disk galaxies without an active nucleus, the cosmic ray production depends primarily upon the supernova production rate. Contributions to cosmic ray production from a nonsupernova-related galactic-center source and from spiral density shock acceleration are thus excluded.
