The experimental data on properties of high energy cosmic rays (above 1016-1017 eV) are used for analysis of the cosmic ray composition in the term of primary particle mass and the location of sources. It is concluded that the data are consistent with the picture of the existence of the second galactic component at energies above 1016 eV and the extragalactic component at energies in excess of 1019 eV. The possible origin of that component is discussed. It is pointed out that the possibility of dominance of γ-rays at highest energies is not excluded by the existing data.
