The alignment effect in high redshift radio galaxies is modeled with an outward-opening, expanding, bipolar dust shell illuminated by a quasar. The model explains why QSRs have little or no extinction while allowing for the alignment effect in HZRGs to be dominated by dust scattering and still preserving the unification of radio galaxies and quasars. Model images, spectra, and polarization images are compared with observations of high redshift radio galaxies and quasars.
