A statistical study of the spectral characteristics of microwave bursts accompanying proton and nonproton flares was carried out. The generation and absorption mechanisms of flare radio emission are analyzed, and regions of the operation of the various mechanisms are indicated. It is shown that the difference between proton and nonproton events might essentially consist in the difference between the sizes of their sources.
