A fractal model of sunspots is presented. The formation of fractal structures is considered as a result of the aggregation of magnetic flux tubes at the fractal cluster. Expressions are obtained for umbral and penumbral magnetic fields of a sunspot as well as an analytical expression for the fractal dimension corresponding to the minimum of the cluster's free energy. The relationship between a sunspot's fractal dimension and the distribution function for plasma particles is discussed. A distribution function corresponding to the observed value of the fractal dimension is calculated.
