A new and general method is presented for studying the evolution of radio pulsars, based on solving the time-dependent continuity equation for the number density of pulsars as a function of period, period derivative, and any other relevant variables. Two simple models of pulsar evolution are considered, and birthrates are inferred for various magnetic torque values and luminosity laws. Despite the simplicity of the models, the analysis shows the sensitivity of the inferred birthrates to the assumed luminosity law. The generality of the method allows extension to more realistic models and the inclusion of more comprehensive selection effects.
