A model for interstellar dust is proposed based on recent laboratory data on the properties of amorphous carbon and silicate materials. It is suggested that the wavelength dependence of interstellar extinction as well as many other properties of interstellar dust can be explained by a model in which small hydrated silicate particles are coated with a thin layer of amorphous carbon. It is speculated that such layers are thin enough to exhibit quasi-quantum character.
