The energy source for the turbulence in the diffuse neutral gas within the Galactic disk has not been observationally constrained. We present measurements of the power spectrum of this turbulence in the outer galaxy obtained from VLA observations of neutral Hydrogen at 21 cm. We find that the power in the turbulence exhibits a strong dependence on Galactocentric radius, and that this behavior closely matches the radial distribution of star formation. We suggest that the dominant source of turbulent energy must be processes related to star formation and/or their subsequent supernovae. Differential rotation of the galaxy cannot by itself account for the observed turbulence.
