The effect of neighboring stars passing near the sun on the dynamics of the Oort comet cloud is discussed on the basis of theoretical calculations. Since it is estimated that a star passes within 1 pc of the sun five times per Myr, the probabilities that a comet with an original perihelion distance of 1000 AU will remain in the cloud, become planetary, or leave the solar system permanently are calculated as 64, 31, and 5 percent, respectively. Hypotheses proposed to explain the origin of the comets in the cloud, either among the outer planets or at greater distances, are reviewed, and the difficulties involved in establishing them quantitatively are indicated. Consideration is also given to the theory that the comet cloud may have been affected by collisions with giant molecular clouds.
