Using data obtained in 1981 - 1982 by the Venera-13 and Venera-14 spacecraft, the authors have analyzed the interrelationship between bursts of hard X-rays (Xh: EX > 55 keV) and electron events in the solar cosmic rays (SCR) (Ee > 70 keV). In their analysis, the authors have taken into account instrumental effects in recording small Xh-bursts (with energy releases ɛ < 10-5erg cm-2 per burst) and small SCR events (with electron fluxes ɛ < 1 cm-2sec-1sr-1). Comparing the results of simultaneous observations of solar activity in hard X-rays and in SCR, the authors come to the conclusion that the escape efficiency of flare electrons depends most sensitively on the altitude of the flare (i.e. the region where the hard X-rays are generated). Accordingly, as well as the events which are observed both in hard X-rays and also in SCR, there also are SCR events with no accompanying X-rays and also flares which are observed in hard X-rays but which are not accompanied by any significant enhancements in SCR electrons above the background. For flares in the first group, the electron escape coefficient is high; for the second group, the escape coefficient is low.
