Sunspots and flocculi distribution is studied in 5 activity complexes (AC) observed on the ascending and descending phases of cycle 21. The sunspots and flocculi of the AC are located along the boundaries of the cells (the mean size (3.5×2.0)×105km)) with a spotless region inside. The cells seem to be due to gigantic scale convection. AC can be located in one cell or spread over a few of them. At the beginning of the cycle the cells are somewhat larger (≡30 p.c.) than those on the descending phase. Bipolar group axes are directed along the cell boundaries. That appears to cause ananomalous declination of some group axes and deviation (though seldom) from Hale's polarity law.
