The theory of free-free and free-bound emission from stellar winds is reformulated, and simple but accurate diagnostic methods are developed. For isothermal winds the spectrum of the infrared and radio excess radiation can be expressed in terms of a curve of growth of which the shape depends only on the velocity law. By comparing observed and predicted curves of growth, the mass-loss rate as well as the velocity law can be derived. The effect of electron scattering on the energy distribution is studied, and an easy method is developed to allow for it. The excess radiation can also be expressed in terms of an effective radius or an effective optical depth. This concept of effective radius can be used to find first estimates of the velocity law in the wind when accurate infrared observations are available. The curve-of-growth method is demonstrated in an application to the infrared and radio observations of the star Epsilon Ori (B0 Ia). It is found that the velocity law increases slowly with height, reaching a velocity of 63 km/s at r = 1.23 stellar radii. The mass-loss rate is 3.3 x 10 to the -6th solar mass/yr.
