One of the mechanisms of primordial black holes in the universe is considered. It is shown that for a sufficiently high level of the initial inhomogeneities, primordial black holes can be formed by statistical clustering of black holes at minimal mass. The mass spectrum of the resulting objects is calculated. The cosmological consequences of the existence of primordial black holes in a cold universe are discussed. It is noted that the formation of massive black holes and the subsequent accretion of matter on them may serve as a mechanism for the generation of black-body radiation as in the scenario of the warm universe.
