Spatially resolved optical line ratios are presented for NGC 1275 and the central galaxy in A1795. It is shown that the NGC 1275 data are inconsistent with photoionization by a centrally located point source. This result holds whether the shape of the photoionizing continuum is a simple power law or has an additional hot-blackbody component. Some form of distributed ionization is required. Because of the enormous H-beta luminosity in NGC 1275, photoionization by hot stars can only explain the emission lines and be consistent with the ultraviolet and blue continuum fluxes if the initial mass function is multimodal, or time-variable. Additional reddening cannot resolve the problem. In A1795, however, the initial mass function of a normal disc galaxy apears to give good agreement between the emission line and continuum fluxes if it is assumed that the ultraviolet continuum comes from starlight. Collisional ionization by relativistic and thermal electrons is discussed together with heating by magnetic reconnection.
