In connection with a search for extraterrestrial intelligence, a question arises concerning the means which could be used to communicate with other intelligent beings in the universe. The basic elements of a suitable communication system are examined. Late developments have centered on natural or logical resonant frequencies of common materials in the universe, including hydrogen and hydroxyl (water radicals). A system is considered for generating intense laser signals and producing an anomalous stellar spectrum. The laser is 'pumped' by sunlight collected and focused by a suitable reflector. Approaches for manufacturing messages are discussed. The three basic components of a message include the objective content, the subjective content, and redundancy. A simple digital coded interstellar message composed of 48 characters broken into 20 'ones' and 28 'zeros' is presented as an illustration.
