In the present paper, the conditions are identified which lead to a spatial self-focusing instability of a radio wave during its oblique propagation through the ionosphere at a frequency close to the maximum penetration frequency of the F2 layer. This instability leads to an increase in small disturbances along the propagation path. The excitation intensity of the instability in a weakly inhomogeneous ionosphere is determined with allowance for refraction and for the radial divergence of the wave.
