The radiation from compact radio sources in their passage through the interplanetary medium is diffracted by electron density inhomogeneities, leading to the formation of scintillation pattern at the earth's surface. In the present paper, the velocity distribution function of the inhomogeneities is determined from observations (at three points) of the frequency dependence of the velocity of the temporal scintillation spectrum harmonics.
