Nonlinear mode coupling equations are derived for weakly interactive short-wavelength electrostatic waves in nonuniform dusty magnetized plasmas with equilibrium density and magnetic field-aligned dust flow velocity gradients, using the hydrodynamic models for the electron and dust fluids and a kinetic description for the ion fluid. It is shown that the nonlinear stationary state of the Kelvin-Helmholtz (K-H) instability involving sheared dust flow can be represented as a dipolar vortex. The conditions under which the K-H instabilities arise are determined.
