The criteria for selecting a proper astronomical observing site are discussed. The need to evaluate the temperature, relative humidity, wind velocity, cloud coverage, and transparency of a site is examined; little temperature variation, low relative humidity, and minimum cloud coverage are required for a good observing site. The effects of atmospheric pollutants on transparency are investigated. The causes of variations in brightness and methods of measuring sky intensity at various altitudes and azimuths are described. Procedures for analyzing seeing-induced image motion in order to select a site with a steady atmosphere are discussed. The testing of a site requires sufficient time to consider seasonal weather changes.
