Allowing for selection effects, about half of all radio pulsars have low space velocities. A theoretical spectrum is derived for the space velocities of the neutron stars resulting from evolution in massive close binaries. The observed pulsar velocity spectrum and the rarity of pulsars in wide binaries imply that either: (1) the supernova explosion gives the resultant neutron star a kick of dv roughly 30-100 km/sec or (2) radio pulsars can develop only in close binary systems.
