It is shown in the framework of the spotty model that the photoelectric parameter can be expressed as n = n1 + n2, where n1 characterizes the variation of gas emission intensity from a free ice surface of the nucleus, while n2 is the change of the area of this surface with heliocentric distance. An expression is obtained which relates n1 and n2 with the physical and geometric characteristics of the ice and dust components of the nucleus.
