The objective of solar system astrometry is the regular and accurate ground-based observation of positions and motions for all objects in the solar system -- including spacecraft. We describe the status of the four principal observational techniques, especially the remarkable gains in accuracy of the last 10-20 years. Even though, this activity is indispensable to the support of several important applications, such as spacecraft navigation and collision hazard assessment, it will fall short of its main objective unless access to specialized and large telescopes, and to radar and VLBI facilities is increased to fulfil growing requirements. New facilities and continued support of astrometric observations are recommended.
