Manifestations of anomalous scattering of flare radio emission by regions of plasma turbulence in solar flares are analysed. It is shown that anomalous scattering must produce effectively distortions in the spectrum of transformed emission (with forming a break or a maximum or an exponential cut-off at low frequencies), and also leads to blurring of time and frequency fine structure. Estimates are made of the expected effects for the main plasma turbulence regions. Characteristic frequencies of spectral distortions in transformed emission and the effects of fine-structure blurring are estimated for each of these regions, and possible observational tests are suggested. Comparison with the existing observational data has shown that the predicted effects seem to have been already observed in a number of flare radio phenomena.
