Production of the multispectral mosaics is described, including data calibration, geometric reprojections, photometric normalization, and mosaicking. Images from the Voyager flyby differ in viewing angles and Sun angles, resulting in differences in geometric perspective and apparent albedo. Short-term albedo and color changes on Io during three time intervals are analyzed: (1) that of years to decades, on the basis of Earth-based observations of Io's disk-integrated spectral reflectivities; (2) that of the 4 months between Voyager encounters; and (3) that of the hours of the first encounter. The time variability of surface changes or lack of change provides significant clues to volcanic and atmospheric processes. Spectral and compositional models and maps of Io's surface are presented.
