Recently, Andresen (1985) suggested that the relative population of the levels of cometary OH molecules may be dominated by the process of photodissociation of H2O molecules, a process which by itself may lead to population inversion in the rotational ground state. The authors studied optical pumping in the UV lines and photochemical reactions. According to their results the occupation numbers are changed by the photochemical reactions under stationary conditions by less than a few per cent. They also calculated for comet Halley the intensity ratios in the FIR doublets (purely rotational transitions), the measurement of which would be a direct and decisive test of the suggestion of Andresen.
