Observations of the H I and OH absorption in the M 82 continuum source were carried out with the VLA July 10-11, 1981. The observations show that the H I and OH absorption in the central kpc are concentrated primarily in a rotating ring extending between radii 170 pc, 340 pc, and 120 pc thick. The rotation period of the ring is 1.1 x 10 to the 7th years. It is suggested that such an organized feature may be the result of a gravitational encounter between M 81 and M 82. The OH/H I abundance ratio suggests that the gas in the ring has already been processed into stars and that the material has galactic metallic abundances. Total mass in the ring is 1.2 x 10 to the 7th solar mass. The OH masers detected in M 82 are not necessarily stronger than galactic OH masers as long as there are 100 times more spots within M 82 maser regions. The unusually high concentration of maser spots in M 82 may be related to the intense star formation activity.
