Evidence supporting the Penrose (1979) hypothesis of zero Weyl tensor at initial singularities is presented. The quasi-local mass of a comoving cylinder in certain locally rotationally symmetric cosmological models is determined according to Penrose's quasi-local prescription, and its behavior near a singularity is studied. The present results associate a new kind of exponential divergence with anisotropic singularities.
