The results of an EXOSAT observation of the bright galactic bulge X-ray source GX 13+1 are reported. Short term aperiodic variability with characteristic timescales of 1sec, similar to that observed from the black hole candidate Cyg X-1, is found. The spectrum consists of 2 components and displays 2 different types of intensity correlated spectral changes, the transition between the 2 modes occurring in 1hr. The source is compared with other galactic bulge X-ray sources and with the black hole candidates in their high state.
