We investigate the migration of Pluto's moons Nix and Hydra in a collisional particle disk via numerical simulation in order to explain their current orbital configuration. Specifically, satisfactory explanations for the coplanar and circular orbits in mean motion resonance with Charon do not yet exist. The interaction of the small moons with a collisional debris disk provides a natural inward migration force when the moons are interior to the disk. Such a disk also naturally circularizes the orbits. Once the moons enter the mean motion resonance, it traps them and prevents further migration. Simulations show the trapping in mean motion resonance to be a common, but not unavoidable fate in reasonable physical scenarios.
