It is argued that the structure of spacetime from the Planck era may have been frozen into the present universe. The 'multiply connected' spacetime of the Planck era, in which two points in spacetime can be connected by more than one geodesic, is discussed. This multiple connectedness may explain phenomena such as double quasars and the apparent physical association between quasars and galaxies of very different redshifts.
