A mechanism for the generation of ELF emissions in the magnetosphere in the presence of a coherent ULF wave is proposed which is consistent with the results obtained by Cornilleau-Wehrlin (1981). The mechanism is based on plasma maser theory, involving the generation of ion acoustic waves by electrons scattered on a coherent quasi-electrostatic ion cyclotron wave. A comparison between theory and observation is made.
