A stochastic mechanism is considered for the acceleration of electrons by lower hybrid waves near a current sheet in the upper chromosphere during a flarelike release of energy. It is shown that, as a result of elastic collisions between ions and neutral atoms, the ions near the current sheet are heated more efficiently than the electrons. The influence of various types of collisions on the development of the modified two-stream Buneman instability and the stochastic acceleration of electrons is analyzed. A quasi-linear diffusion equation is used to determine the effective values of the high-energy electron spectral index. The proposed acceleration mechanism makes it possible to reproduce the observed electron spectrum if the energy release process is fragmented.
