This paper presents the Boeing Company's approach to developing the USAF's Military Spaceplane (MSP) ``from Concept to Hardware.'' It focuses initially on the USAF Phase 1 MSP Integrated Technology Testbed (ITT) program and describes the testbed architecture, the role of operations simulations, and the ground test articles (GTA's), which are designed to mitigate key technical risk areas associated with developing a high operational tempo MSP. It next describes a sub-orbital demonstration vehicle system capable of delivering a military-useful payload to orbit via a ``pip-up'' payload deployment scheme. A development roadmap is presented, including definition of the sub-orbital demonstrator's enabling technologies. The described sub-orbital demonstration system includes a reusable, rapid-response launch vehicle derived from Boeing's flight-proven Delta Clipper Experimental (DC-X/DC-XA) programs, and a reusable space maneuver orbiter vehicle (SMV) derived from the USAF/Boeing North American's REFLY and mini-Spaceplane technology (mist) design and development programs. The paper concludes with an examination of the performance capability potential of a CONUS-based sub-orbital MSP demonstrator system.
