An energy principle suitable for studying the stability of nonrotating magnetic interstellar clouds is derived. Particular attention is given to describing the effects of a hot diffuse intercloud medium. The arbitrary displacements are then restricted to be homogeneous and a short discussion of isotropic displacements shows that the asymptotically uniform galactic field exerts a stabilizing influence. The primary interest of this paper is the stability to displacements transforming disk-shaped clouds to ellipses. An instability criterion is found which requires broadly that the flux be concentrated towards the edge of the flattened cloud. It is argued that this configuration is unlikely to obtain and that the presence of rotation is probably needed to produce cigar-like configurations.
