A previously derived dispersion relation is used to evaluate dominant modes in the Parker-Jeans instability, with a view to its proposition as the mechanism of giant cloud complex formation near the OB associations. Results show that clouds as massive as about one million solar masses may form as quickly as 12 million years in the approximately 5/cu cm, high-density environments associated with spiral-density wave shocks. It is also determined that the masses of the clouds that form when density exceeds about 3/cu cm are insensitive to magnetic field strength, cosmic ray pressure, and ambient density, and that these masses are essentially the Jeans mass in a magnetic interstellar medium. The similarity of the local OB associations may be explained by the occurrence of a characteristic mass.
