The production rate of high-energy (greater than 10 MeV) gamma rays due to interactions of cosmic ray nucleons with the interstellar gas is calculated. In addition to neutral -pion decay, the contribution of bremsstrahlung gamma rays from secondary electrons which simultaneously are produced is considered, and it is shown that this contribution is significant because the confinement time of secondary electrons in the galactic matter disk is longer than approximately (10,000,000/interstellar gas density) yr. Spectral data on the galactic gamma-ray emission as well as the absolute value of the integral (greater than 100 MeV) gamma-ray production rate thus are consistent with a cosmic-ray nucleon origin.
