A determination is made of an absolute brightness temperature scale at two of the standard calibration regions recommended by the IAU (van Woerden, 1970). These are the primary position S8 and the secondary position S7. In high galactic latitudes, a position is observed with extremely low H I emission. On the basis of observations with the Effelsberg 100-m telescope, line parameters (peak brightness temperature and line integrals) are derived for a range of angular resolutions. The calibration is compared with those of Williams (1973), Penzias et al. (1970), and Wrixon and Heiles (1972). A discussion of errors caused by stray radiation is also included.
