We study the effects of dispersion on the radio signals from short-period binary pulsars. We show that a wind from the secondary with a moderate mass-loss rate (Mṡ ˜ 10-13 Msun yr-1) can significantly distort the observed radio time-delay curve and thereby affect the determination of the orbital parameters. Such a wind can mimic the effects of an eccentric orbit and, under special circumstances, the effects of apsidal motion. We suggest that a dispersive wind may explain the apparent eccentricity and apsidal motion of the short-period binary pulsar PSR 0021 - 72A discovered by Ables et al. in the globular cluster 47 Tuc. A dispersion model may avoid the coincidences found by Ables et al. and may help us to understand the origin of this system. We also discuss the possible implications of PSR 0021-72A for the formation of single millisecond pulsars.
