When trying to improve the D-region model of the International Reference Ionosphere (IRI) we have encountered three typical difficulties. (1) Measured data show a considerable dispersion even during 'quiet days' in winter. (2) At solar zenith angles greater than 75 deg, compared to the IRI the electron density between 75 and 85 km is noticeably depleted. (3) An influence of solar activity cannot readily be detected, the relevant IRI formula may need correction. A new four classes model is specified for daytime conditions in winter. It might be incorporated into the IRI.
