An interstellar medium consisting of regular and turbulent magnetic fields, thermal gas and cosmic rays is tested for stability in a stellar gravitational field. Cosmic rays are described by the diffusion-convection equation and the stability region of the system is determined. It is shown that the presence of cosmic rays is a stabilizing factor if the cosmic-ray diffusion coefficient is sufficiently small. The dependence of the maximum growth rate of instability on the cosmic-ray diffusion coefficient is qualitatively determined.
