It is shown that the sun's position near the galactic corotation circle, on which the angular velocity of the differential rotation of the Galaxy is equal to the angular velocity of a wave, makes it possible to relate three fundamental time scales in cosmogony to the passage of the presolar cloud through the spiral arms. The possibility of a natural explanation of the cosmogonic time scales on the basis of a single process under the condition that the sun is near corotation may indicate that proximity to corotation is necessary for the formation of planetary systems.
