The status of present measurements of the spectrum and isotropy of the cosmic microwave background is discussed, and prospects for improved measurements are indicated. Following a review of the origin of the background according to the standard big bang model of the origin of the universe, measured spectra of the cosmic background verifying the Wien tail of the Planck distribution are presented and the presence of a possible deviation from the blackbody curve in the spectrum of Woody and Richards (1979) is noted. Experimental measurements of the large-angular-scale isotropy of the cosmic background are discussed, and it is pointed out that the isotropy observed can be accounted for by the motion of the earth relative to the radiation, the calculated magnitude of which implies an unexpectedly large net velocity for the local group of galaxies. The planned COBE (cosmic background explorer) satellite is then presented as a means for acquiring order of magnitude improvements in spectral and directional sensitivity in cosmic background radiation investigations.
