Velocity gradients in neutral hydrogen gas in the solar vicinity are studied. Color excess data are inspected, and it is found that the dust distribution in the solar vicinity shows six or seven main structures. The velocity distribution of the molecular clouds associated with this dust has large gradients perpendicular to the Galactic plane as a function of Galactic latitude. In some cases, the gradients reach values larger than 100 km/s/kpc. It is pointed out that the velocity gradients may be the most important factor responsible for the turbulence in the interstellar medium. The gradients and the shear instability associated with differential Galactic rotation can supply enough energy to fragment the large interstellar clouds into smaller ones, generating the observed spectrum of sizes.
