The authors discuss the background, motivation, and goals of a photometric and spectroscopic survey of over 900 stars selected from the Lowell Proper Motion Survey without any metallicity bias. They present 1225 new UBV measures of 867 stars with 7 ⪉ V ⪉ 16 mag, and new mean radial velocities for 914 stars based on 5815 high-resolution spectra. The radial-velocity data indicate the binary fraction of the high-velocity stars probably exceeds 25%.
