A model for the interstellar medium (ISM) is discussed, including the mechanisms of ionization, recombination, cooling and heating. The formation and subsequeent evolution of spherical, nonmagnetic small clouds due to thermochemical instabilities in the interstellar warm gas are considered. Appreciable differences in the thermoionic structure appear when the ionization inertia is taken into account. Numerical solutions for the thermochemical structure and for the rate of condensation are obtained. It is shown that small clouds play an important role in the ISM balance.
