Optical and neutral hydrogen observations of the nebulosity coincident with the central radio source in the peculiar supernova remnant (SNR) CTB 80 are reported. An analysis of low and medium dispersion spectroscopic data suggests an expanding, broken shell structure, while a distance to CTB 80 of approximately 3 plus or minus 1 kpc is derived. In addition, the radio properties (but not the optical line ratios) of the bright central radio component indicate that it is an underluminous member of the Crab Nebula-like class of SNRs.
