Astronomical observations at the X-ray, optical, and radio frequencies
are used to show that the lifetime of neutrinos for radiative decay
divided by the rest mass exceeds 10 to the 17th power sec/eV. If the
rest mass is assumed to be greater than 0.001 eV, then the lifetime is
greater than 10 to the 19th power sec.
