The cosmological implications of Bekenstein's (1988) theory of phase coupling gravitation (PCG) are examined. Constraints are placed on the form of the self-interaction potential of the scalar field in PCG theory, which added to the tensor field of general relativity. Cosmological models are calculated for the case of a linear potential that satisfies the general constraints and can predict the observed form of galaxy rotation curves for an evolving universe.
