Results are presented for 7700-MHz radio observations of the Galactic disk between longitudes of zero and 45 deg. Isophotes of the disk radio-brightness distribution are plotted which show that the emission originates from a narrow layer extending along the Galactic equator, with the maximum emission arising in the region less than 7 kpc from the Galactic center. A small-scale cloud structure is observed whose longitudinal distribution is similar to that of ionized gas in the disk but significantly different from that of bright H II regions. Discrete large-scale cloud complexes are also detected, and their centimeter emission is found to be thermal in nature. It is shown that the large-scale complexes at three longitudes are greatly extended in the direction perpendicular to the Galactic plane and are correlated with the molecular-gas abundance as well as with the distribution of hot OB stars. It is suggested that the large-scale complexes may be ionized by runaway OB stars.
