Measurements of the brightness temperature at a fixed point on the galactic equator (declination -4 deg 30 min) are reported which were made at a frequency of 8550 MHz by scanning to within 6 deg of the equator on both sides of the galactic plane. The data obtained are used to construct a spectrum of galactic-plane radiation between 820 MHz and 15 GHz in the framework of a two-component model of this radiation. The results are shown to confirm the hypothesis that the thermal component is responsible for a significant fraction of the total radio emission from the galactic disk (about 80% at a wavelength of 3.5 cm).
